Doug was born in Wellington, Kansas and graduated with a Bachelor of Arts degree from Wichita State University (1993). Doug graduated from the Washburn University School of Law (1998), with honors, and received an LL.M (Master of Laws, Taxation) from the University of Missouri-Kansas City (1999).

Doug is a member of the American Bar Association, Kansas Bar Association (Executive Committee member, Taxation Section), and Topeka Bar Association. He is a frequent lecturer to a number of various professional groups on various areas of federal tax law. Doug currently serves on the board of directors of Family Service & Guidance Center in Topeka, Kansas and the Topeka Art Guild.

Doug is married to Dr. Sheri Fincher. Sheri is a family physician with the Cotton O'Neil group. Doug is an avid fly-fisherman.
